MA. Juan Manuel Mancilla-Tapia

Juan Manuel Mancilla Tapia, M.A. is the Founder and CEO of OBI K19, a visionary leader in canine biodetection innovation with experience as Principal Investigator for CONACYT-funded projects validating COVID-19 detection dogs and advancing VOC biomarker research—publishing in Frontiers in Medicine, PLOS ONE, and Scientific Reports. Principal Investigator on the first grapevine virus K9 biodetection project, he has translated laboratory research into real-world applications—first with COVID-19 detection deployed with Nestlé Purina Mexico, and later with agricultural biodetection pilots at vineyards in Napa, Sonoma, and Paso Robles for Ridge Vineyards, Kendall Jackson, and others. He has built academic partnerships with the University of Arizona, CINVESTAV, CICESE, and Universidad de Sonora, and established a strong network in California's wine industry, positioning him to lead K9 biodetection expansion into the cattle industry for screwworm detection. With operational experience managing complex deployments, participation in the WHO International K9 Working Group, and a proven ability to bridge science with field application, Juan Manuel is uniquely qualified to lead OBI K9's mission of protecting agriculture through early, sustainable canine detection.

Board Member and Viticulture Advisor

Eugenio Figueroa

Eugenio Figueroa is a seasoned viticulturist with over two decades of experience in vineyard operations and nursery management, currently serving as Viticulture Advisor for Guillaume Grapevine Nursery and Director of Operations at Atlas Vineyard Management Company. At OBI K9, he plays a key role in the development of our Viticulture Biodetection Project, guiding R&D and operational strategy to ensure our K9 detection technology is practical, effective, and seamlessly integrated into real-world vineyard applications. A strong advocate for sustainable farming, Eugenio holds a solid educational foundation in viticulture, enology, and biological sciences.

Director of K9 Training

Adrian Orduña

Adrián Orduña is a highly specialized canine trainer with expertise in biodetection, narcotics, and explosives detection, and holds the distinction of being the first K9 trainer in Mexico to develop detection training for SARS-COV-2 (COVID-19). He was also the first trainer to successfully train biodetection dogs for grapevine viruses—specifically Leafroll-3 and Red Blotch—with his dogs successfully deployed in California vineyards. Additionally, Adrián has trained K9s to detect screwworm in cattle, addressing a critical border security and animal health crisis. With extensive experience overseeing K9 operations across Mexico—including services in factories, rail stations, and numerous other sites for narcotics detection—Adrián brings unparalleled operational expertise and innovation to OBI K9's biodetection programs.

Julian Garcia

Julian Garcia is a global executive with over 25 years of experience in supply chain, logistics, and operations management across Mexico, having held leadership roles at CEMEX, Transborder de Nogales, and Grupo Tomza. As a Civil Engineer with a proven track record in fleet management, business development, and cost optimization, he has successfully led large-scale operations managing over 400 vehicles and 1,000+ personnel, while driving efficiency projects that generated millions in savings. At OBI K9, Julián serves as a Board Member, providing strategic guidance on operations, cross-border logistics, and commercial expansion, helping ensure that our canine biodetection solutions are deployed effectively and sustainably across the agricultural and border security sectors. His deep expertise in terminal management, land exports, and process optimization is invaluable as OBI K9 scales its operations to protect the $1.015B cattle trade and the $3B wine industry.

training, quality assurance, and risk management at the enterprise level. Deep background
in DoS/DSS, military contract work, and multinational deployments. Travel-ready as
required with a commitment to safety, integrity, and measurable results. 

40-years of K9 centric experience with DOD, DOS, DHS and commercial organisations. Deep experience K9 biological and pathogen detection with USDA, other Federal/State/International  governments agencies, and commercial entities.
